This is not uncommon, but there is clearly an additional blank line inserted between the 3rd & 4th label.

Here are a few examples of George V postal stationery, starting with a Post
Card from 1917 and then three Letter Cards from 1913, 1918 and 1919.
The Norwich machine suffered from this error too. they have finally fixed it before the Sheep came out though. Birds 1, Birds 2 and Machin versions are known.
