Post and Go overhaul

As previously mentioned, Royal Mail are cutting back on the Post and Go programme this
year,  although they have not made a specific announcement about just how much.  Already we know that they are not having kiosks at either Spring Stampex or the Scottish Congress in Perth, and I have been told unofficially that they will not be taking their machines to the political party congresses in the autumn. 

Partly because of this we have taken time to look over our Post and Go stock and ensuring that all our stock is actually listed in our webshop, that all is in the correct category and will be selected under the 'Faststamps/Post and Go' heading.  We've also adjusted many prices - now is the chance to get some you may have missed many at lower prices than advertised elsewhere.  Included are stamps printed in Australia, Hong Kong and Korea, and some of the newer digital printing versions of earlier stamps.

As with Machin Security Stamps, when Post and Go (or Faststamps as they were called) were first FS numbers.
While we were waiting for Gibbons to produce the first entries, we set about our own numbering system, partly because we wanted to list the stamps logically in our stock. So those available from Post Offices and elsewhere with no additional inscriptions were allocated
produced, there was no catalogue listing. When Stanley Gibbons catalogue editors did compile a listing it was fairly straightforward, with one catalogue number assigned to each of the five original values.

The localised or commemorative inscriptions (variously and incorrectly described as either underprints or overprints by some) to stamps sold at Stampex and international exhibitions, are in the FT series.

Stamps issued from machines at the BPMA, Postal Museum, local stamp fairs and exhibitions, and military and other museums and attractions are listed in FV series. We stock very few of these.

Our stock is listed on our webshop here.   The software arranges stock in a certain logicality, but it is not completely intuitive even in our system.   Some first day covers are also available.

Post and Go Faststamp Checklist now available

I am very pleased to report that the Post and Go Checklist is now available to examine online* or download.  A tremendous amount of work has gone into it and it is a worthy addition to your Philatelic Library!

After we produced the Machin Security Definitives Catalogue last year, several people asked about a similar list for Post and Go Faststamps.   I made it clear in October that this was not something I would undertake and invited interested parties to contact me about production and distribution of a new list.  As I wrote at the time, "There is a demand out there - who's up for it? "

I'm happy to say that Stuart Leigh has produced a comprehensive illustrated check-list in multiple parts with a section for each stamp set/design - so if you aren't interested in the Channel Islands, you don't have to download those parts.

Wincor-Nixdorf RIP

As expected all of the Wincor-Nixdorf Post and Go machines have been removed from Post Office branches.  Postagelabelsuk has reported that the plug was pulled at the WH Smith Swiss Cottage PO just after 4pm on Monday 23rd March 2015.

The following day the last operational kiosk – from Swiss Cottage - was removed to the BPMA store for preservation for decades to come.

I haven't received any details about any replacement machines.  From personal experience I would say that Perth (WH Smith) doesn't have room for an NCR machine, and Kidderminster does but only for one, so I don't expect either office to have them.   The final list provided by Post Office Ltd in November was:

Technically this is the end of Post and Go in branches as the new NCR machines are designed to cover so many more transactions that simply selling stamps and are designated Post Office Self Service Kiosks.  Nonetheless Royal Mail's RM2 machines are still designated Post and Go and that is how we expect them to refer to new stamp issues for the forseeable future.

UPDATE  25 March
An update from Roy S - Phoned Carmarthen, Perth and Keighley yesterday and they are not having replacement NCR kiosks fitted.

So presume that all the WHS offices that had a Wincor kiosk will not have NCR kiosks fitted.

Chester-Le-Street, now that it is not relocating, is going to get NCR kiosks.

UPDATE 26 March

My thanks go to a mystery benefactor (who is probably wondering why I haven't mentioned this earlier in the week) who sent this Last Day Cover from Swiss Cottage on Monday (it arrived this morning, obviously treated as 2nd class!)



Nicely cancelled by Swiss Cottage PO staff (thanks also to them!) this has one of the now obsolete 2nd class labels, as well as a 1st class stamp with the datastrings showing machine number 1.  The last machine number 1 in operation, all the replacement NCR machines being numbered 67 upwards.  



If you're thinking that you really ought to have had an example of the Label in your collection, we have a few left on our shop, still at the bargain price of £1.  These are from Kidderminster.

UPDATE 24 June:
The Crown Office at Dunfermline is to relocate to a branch of WHSmith, but will remain a Crown Office, according to Dunfermline Press

General manager of their Crown branch network, Roger Gale, said: “If the move goes ahead the branch would continue to be run by Post Office Ltd with the current post office team, but from within the WH Smith store. 

“This move is part of our ongoing modernisation of the network and will allow us to maintain a Crown post office in Dunfermline while providing a new, modern branch for our customers from a bright, new environment.” 

He added: “The new branch will operate from a newly-built dedicated open plan post office area located on the lower ground floor of the WH Smith store, which can be accessed by a customer lift, or stairs.”

New Royal Mail postage rates from 30 March 2015 - some losers, but many winners.

As expected Royal Mail have announced the new tariff for inland and international post to take effect from 30 March 2015. Under the current regulatory regime the company is required to give 30 days notice of any material changes.

While there are expected small increases in some rates, there are significant reductions in others and a further restructuring of international letter and inland parcel rates and weights.

Headline changes

Inland 1st and 2nd class letters rise by 1p to 63p and 54p respectively.
1st class Large Letters rise by 2p to 95p and 2nd class by 1p to 74p.
Royal Mail signed for fee remains £1.10 and there are small rises in Special Delivery rates.

The basic International letter rate rises as expected to £1 from 97p. This covers European letters up to 20g, Worldwide letters up to 10g and postcards. In a further restructuring the 60g weight step is abolished with the new rates for 100g being only slightly more than the present rates for 60g, so a significant 35% reduction on the present 100g rates.   The surface mail rate rises from 81p to 85p.
  
A new category of International Large Letter is introduced with four weight steps from 100g to 750g. This replaces the current small parcel up to 100g and offers a welcome reduction in that rate, from £3.20 / £3.80 / £4.00 for Europe / World Zone 1 / World Zone 2 to £2.45 / £3.15 / £3.45.

For inland parcels the trial £2.80 rate for 2nd Class Small Parcels up to 2kg is retained on a permanent basis. For Medium Parcels the 1st class rates are unchanged, but 2nd class rates are reduced with a single rate up to 2kg of £4.89, down from £5.20 for 1kg and £8.00 for 2kg, a saving of 38%!

No new stamps are required for the inland letter rates, nor the Signed For or Special Delivery rates. New stamps for international letters will be

£1.33 replacing £1.28 for World 20g
£1.52 replacing £1.47 for Europe 60g becoming 100g
£2.25 replacing £2.15 for Worldwide 60g which becomes 100g

Whilst no new £1 Machin stamp is required Royal Mail may take the opportunity to change the colour again, despite some Post Office branches still selling the £1 ruby! There will be new £1 country definitives in the Oak Tree, Lace, Thistle and Daffodil designs.

Post and Go / Self-Service Kiosks

The biggest change for collectors comes in the Post and Go Faststamps which will see service indicators change again. The overall cost of a collectors set rises from £7.42 to £7.68. Will we see the installation of new static machines before the new tariff takes effect?  (They wouldn't be that cynical would they?)

It is to be hoped that the cupboards full of old Faststamp stock have all been used up and we will not see the appearance of everything from Birds 1 to Winter Greenery with the new service indicators. As Wincor-Nixdorf machines are supposed to be out of service by the time the new tariff is in force the only changes will be on NCR Self-Service Kiosks and IAR's Royal Mail II machines at exhibitions and static locations.

UPDATE  31 March
Preparing my first International Tracked and Signed despatch of the week, I find that a subtle change has been introduced which will require authors who publish postal history rates tables to reassess how they present information. Until the new rates came into operation on 30th March, the additional cost of International Signed, International Tracked and Signed, and International Tracked could be regarded as a fee because, leaving aside the inclusion of VAT for International Tracked to EU countries, the additional cost for all of these services was a flat £5 per item.

When I looked at the new rates I thought that the £5 had been retained.  And indeed for 'Letters' it has: a 20g Tracked and Signed Letter costs £6 to Europe and £6.33 to the rest of the world.  But for Large Letters and Small Parcels things have changed and the additional cost varies according to the item and the weight.

For instance a 100g Large Letter costs £2.45 by Standard mail, but £8.70 by Tracked and Signed, a premium of £5.65.  But the price of a Large Letter weighing 500-750g is £11.00 by TandS compared with £6.60 by Standard - a premium of only £4.40.  The premium for Small Parcels and Printed Papers varies from £4.75 at the first weight step to £3.50 for the top 2kg band.

This leaves small businesses who use flat-rate postage with a problem of how to set their new postage charges, and means that postal historians of the future will need to know the whole table, rather than applying simply the standard postage plus a fixed premium.

More Post and Go Roundup - more Oddities.

Several collectors have sent reports of oddities from several different Post and Go machines: I've been waiting for an opportunity to tell you about these, and now that there are several to report, it seems an appropriate time.


1. At Yeovil machine 68 is printing significantly (9 mm) to the right.  These were produced on 15 January.  The Winter Greenery stamps have now been replaced by 2nd class Machins (MA13), but the fault continues.

UPDATE 
I've been reminded by DP that a similar error was shown last July.  Then the error was at Lavender Hill in Battersea [019001], in May: also on 68.  It also happened on machine 68 at Earl's Court [006008].  So, is there a problem with machines number 68?  Other reports are most welcome!



2. DPwrites:

"At Tudor Street yesterday both the machines that were working only vended 5 values (no Euro20g/World 10g), but charged for 6, just as the NCR machines did last year with the introduction of the 60g values. Strangely, the machine was able to vend the euro20g/World 10g on its own or with other values but not as part of the pre-programed collectors set option, images attached.

According to the manager at Farringdon Road, the software was updated a couple of months ago, and you only pay for the 5 values, the receipt does not support that view"

Surprisingly, one of the machines is still dispensing Robins [MA13].  As you can see (click on the image for a larger version) there is a 'nick' at the foot of the Europe 60g stamp: this is normally associated with the end of a strip of 5or one of the two strips of 3 - these are Wincor-Nixdorf machines.

 
"DP also has the set from Southport with the same problem (vended 29/1/15), bought from eBay. The same seller also has examples from Keighley (vended 28/1/15) with the original Europe 20g value. Keighley’s machine seems to have been reset late November; on 29/11/14 it was on session 00436 with the original Europe up to 20g according to an ebay seller's photo. On 20 October 2014 it was on 04586 vending the dual value stamp."


John E has sent a further picture of the Southport error on 02/02/15, session number 02420.  [42 purchase sessions between 15.45 on Thursday 29 Jan and 13.12 on Monday 2 Feb - not exactly overused is it?  I suspect this machine will not be replaced at the end of March when they are all decommissioned!]

Working Sail Faststamps - Wincor-Nixdorf machines

The next issue of Post and Go stamps will be issued on 18 February, and depict paintings of  sailing boats.

These will be available from Post Office branches, and at Stampex and other non-postal venues. 

Most of the branch machines are NCR Self-Service kiosks but some Wincor-Nixdorf Post and Go machines are still operating, and may be supplied with the new stamps. 

The list in last November's blog is, according to PO Ltd, is still valid although the Wincor machines are due to be decommissioned by 31 March.

The Holly and the Ivy - and the Poppy: mistakes at POs lead to some scarce stamps

I reported in the middle of November on the Post and Go error at Farringdon, in which the blue Winter Greenery stamps were loaded into their Wincor-Nixdorf machine, producing 1st class to Worldwide 60g on Mistletoe and Ivy stamps with single phosphor bands. 

It seems that it was a case of both The Holly and The Ivy from supplies department as both designs were sent to all Post and Go offices including the few remaining Wincor offices (although Perth PO maintain that they only received the Ivy- 2nd class - rolls).

Earlier the (solo) Remembrance Poppy stamps were loaded into one NCR machine at Norwich in both 1st and 2nd class slots.  It was several days before this was noticed by a collector, and the '2nd class' roll was quickly used to produce Collectors Sets (ie pairs: 2nd class and 2nd Large) and a few 2nd class Open Value stamps.  How many had already been used by the general public and for what services is impossible to know, but it will be worth looking out for them in kiloware.

Thanks to Anonymous for providing this. The timetable seems to ensure that no Wincor-Nixdorf machines will dispense any 2105 Faststamp issues, if the POL suggestion that Farrington and Tudor Street will be last to close is right.

Proposed Permanent Closure

I’m writing to let you know that we are proposing to permanently close the Ludgate Circus Post and Go facility, which offers basic postal services and postage to customers.

Our contract with our existing supplier is coming to an end which means that the Post and Go machines at this location will be withdrawn from service in February 2015. Alongside this, since the facility opened in 2009 there has been a significant decline in customer usage which means that this type of service is no longer commercially viable in this location, either for Post Office Ltd or the Postmaster who operates the service on our behalf.

We have looked at a number of options that would provide a viable alternative, but we have been unable to find suitable premises in the area to accommodate a Post Office, either from existing nearby retailers or from potential new operators willing to take on vacant premises.

We have therefore reviewed our services in this part of London and we are satisfied that the five Post Office branches which are all within a mile radius of this facility will be able to meet customer demand in the area. Details of the three nearest branches, all just over half a mile away, at Blackfriars Road, Aldwych and Farringdon Road, along with other branches in the area that customers may find convenient, are provided below.

Some of the branches such as Blackfriars Road and Aldwych have recently benefited under our modernisation programme, providing an improved environment for customers. These branches also offer enhanced facilities such as self-service kiosks where customers can pay for postage and send most mail items, including Special Delivery and Signed For items, without having to queue at the main counter. Also available at these branches is our free-to-join Drop and Go service, where customers can hand over their mail and pay with a prepaid Drop andGo card; more information on this service can be found on our website.

Post and Go and other Stamps News round-up

As reported elsewhere I was fortunate to visit Kidderminster last Sunday and buy some different Euro20/World10 Faststamps from the Wincor machine in the WHSmiths branch*.  It seem unlikely that any more new stamps will now be found (other than Winter Greenery perhaps) so it is a useful time to summarise and link to the stock we have on our shop.

It's not clear whether the Winter Greenery stamps will appear in Wincor-Nixdorf machines.  The manager at Kidderminster told me that they had not had Poppies or Symbolic Flowers, so it seems unlikely.  The situation is not helped by the Royal Mail Post Office split, the official response from Royal Mail being:

The intention was for Symbolic Flowers to be followed by the Poppy and then, on 13 November, to be replaced by Winter Greenery. Maybe some offices didn’t receive the information and therefore didn’t order the stock.

This indicates that the PO Supplies Department at Swindon is not sending the stock out automatically (although I think they ought to for new issues).  If we are reliant on individual branches ordering new stamps then it may be difficult in the future to be sure what will be on sale where, unless concerned collectors and dealers approach the branches a couple of weeks before a new issue is due.  Even then, it's reported that NCR offices, which mostly have at least 3 machines, received two rolls of Poppies and then were unable to order any more, meaning that some have no Poppies on sale in the period immediately before Remembrance Day.

* For those visiting Kidderminster, the branch is about 150 yards from The Bullring, where you can also find J D Wetherspoons Penny Black pub which serves a good all-morning breakfast and Sunday Roast!

New printings of reissued stamps

I checked Norwich's stock of definitive-sized Lest We Forget Poppies stamp on 21 October and found that they had a 2013 printing.  However, the 1st and 2nd class 2013 Madonna Christmas stamps are also reissued this year (the 2007 stamps having been retired), and the ones that Doug has sent pictures of are new 2014 printings, 11 June for the 1st class, and 23 June for the 2nd.  
UPDATE: Robert reports 12 June for 1st class and 20 June for 2nd.  (21st & 22nd were weekend)

These top-half sheets do not have the cylinder numbers but I don't expect any changes there, especially given the 5-Nov-2013 Sale Date still present in the left margin (but who knows otherwise?)


Thanks to John F for pointing out that on the examples he has seen the date in the phosphor is still ‘2013’ for both first & second class. This points to the same cylinders being used and means that there will be no new catalogue entry for these.  However, it doesn't mean that there will be no shade variations, as happened with the various printings of the previous long term 'alternative' Madonnas.
